Within the weblink - there is an 8 page document, which contains all relevant details that pertain to the appropriate local rule for preferred lies, bunkers, winter tee sets, closed holes, the annual handicap review, and lots more.
On another note, and with regard to Course Ratings, below is a message from Mark Ward, Lead Course Rater:
"Any clubs that are going to do course changes as part of their winter maintenance work please engage with us as soon as possible. Clubs that are rebuilding tees or greens, etc. often introduce play from forward tees/mats and so need a supporting temporary rating due to the reduction in yardages. These changes often lead to a raft of questions, particularly now that we have gender neutral tees and forward tees for beginners. We are not able to turn these rating changes around overnight (even if work is commencing that week) and it can now take some weeks to get these changes recorded at England Golf due to the back-log of rating work."
